will
approve
applications
for
the
intern
substitute
certificate
for
interns
who
are
ready
for
the
responsibility
of
fulltime
teaching
in
their
assigned
classroom
and
who,
for
this
purpose,
exceed
expectations
in
the
performance
of
essential
classroom
knowledge
and
skill
criteria
as
demonstrated through
portfolio evidence.
School
District
Policy
An
intern
who
is
approved
to
substitute
in
the
classroom
to
which
assigned
for
student
teaching
is
employed
by
the
school
district.
Therefore,
application
for
employment
must
be
made
with
the
school
district.
In
addition,
school
districts
must
sign
a
"District
Request
for
Intern
Substitute"
as
part
of
the
application
process
listed
below.
In a
very
few
cases
the
school
district
will
not
sign
this
form.
This
means
you
will
not
be
eligible
for
an
intern
substitute
certificate.

Who is eligible to apply for this certificate? Woodring College of Education interns who have successfully completed the midterm evaluation and are ready to assume responsibility for fulltime teaching.

What is the application process? Application materials are submitted to the Woodring Teacher Certification Office in Miller Hall 250. Interns intending to apply should review the Application Instructions and Materials provided below at least two weeks before they are eligible to apply.

What if I am assigned to two different classrooms? Depending upon the schedule of your substitute teaching assignment, which cannot conflict with your student teaching responsibilities in the other classroom, it is possible that you will not be able to use the intern substitute certificate. You can use this certificate in either classroom if there are no scheduling conflicts.

What kind of portfolio evidence is required? Evidence drawn from your internship experiences must address each of six Intern Development and Evaluation System (IDES) categories described in the portfolio checklist provided below.

Should I ask my University Intern Coordinator (UIC) if I have questions? Although your UIC is familiar with the process and should be advised of your interest in this optional certificate, please contact CertOffice@wwu.edu with any questions.

What if I already hold a valid teaching certificate? Contact CertOffice@wwu.edu.

What if my cooperating teacher or building principal has asked me to substitute prior to the midterm evaluation? While circumstances sometimes arise where there is a need, Woodring will not consider approval prior to the midterm evaluation. It is our responsibility to ensure that interns are well-prepared for the task and protected from taking it on too early.

Who evaluates the portfolio? The portfolio evidence is reviewed by the Woodring Teacher Certification Office and evaluated by the Woodring Department Chair, who makes the final determination.

When will the determination be made? Allow a minimum of one full week from the time the application is submitted. We understand there is a limited time in which the certificate can be used, and every effort is made to review and process your application quickly.

What happens after the determination is made? If approved, a professional education permit (Intern Substitute) will be faxed to the school district and the intern will receive a confirming email. The portfolio may be picked up in the Teacher Certification Office in Miller Hall 250 unless other arrangements have been made. If not approved, the intern will be advised of the rationale behind that decision, which is not subject to appeal.

When does the intern substitute certificate expire? The professional education permit will state "valid only in the classroom(s) to which assigned for student teaching" and will have the state's uniform expiration date of the next June 30. This means you can use the certificate to substitute as long as you are an intern in the classroom for which you were approved, but not beyond that time and not beyond June 30.

What if I am needed as a substitute after my internship is over? A professional education permit (Residency) will be issued by the Woodring Teacher Certification Office when all other program and Residency certification requirements have been met. Contact CertOffice@wwu.edu with any questions on your status or this process. Some school districts require a more extensive employment application at this time; check with the school district's Human Resources Department, in advance, for their specific requirements.
